Looking to make a trip to Nova Scotia this year

So I’ve read about rue being taking sublingual and only needing around 850 mg.I’ve come up with an idea that’s simple enough. Grind the seeds until they’re powdered and then fill the bags. Then just put a couple pouches in your lip and don’t spit it out. At least 25-30 minutes. What do you think?
